Garak is the best written character in Star Trek.

Garak wanted Odo who would have been the only survivor if the Jem'hadar were successful in killing everyone on the station to know that it was he who was probably responsible for it.
There are a few characters on DS9 I thought were useless and Odo was one of them.

This is 5×26 Call to Arms. Not way of the warrior.
One of the things that made DS9 take on a fantastic life of its own was how they started following the Babylon 5 model of long storylines interconnected across many episodes, and even entire seasons–which is easier to do with a story set in a stationary location, where they have to face the consequences of choices and actions happening all around them, and can't just fly off to the next planet. Garak's character has always been ambiguous in many ways–True Neutral alignment is an excellent way to put it–but a lot of that actually rested upon the actor's ability to portray a fantastic, complex character. And one of the best ways he did that (the man deserved multiple Emmys imho) was to be absolutely honest when he was speaking the truth, even an uncomfortable truth, but also being able to lie so convincingly, you'd buy your own mother off him and believe you were doing him a favor.
Something to think on is if he had killed Dukat, the Cardassians would have sent someone as a replacement who could have been worse, maybe not, but quite possibly.

GARAK ALWAYS ADDED ANOTHER DEPTH TO THIS SHOW-I NEVER SAW THE STUFF THEY SAY BETWEEN HIM AND DR BASHIIR-CANT EVEN BE FRIENDS WITHOUT PEOPLE IMPLYING SOMETHING THATS NOT. GARAK ALWAYS HAD A MYSTERY TO HIM-I did not like the actors part in a Clint Eastwood movie-which probably means he played it well, but I always liked his GARAK persona here. DAD & I WERE NOT SURE OF DS9 when it’s early episodes played but I stuck with it, watched it whenever I could! And
There were episodes before this one , I watch some of those. There are episodes after this one, I watched all of those sometimes multiple times.
When someone that cold-blooded feels guilt about how his mistakes affect so many others more than himself that's a damn big mistake.
