Yeah from what I hear it is a retelling/remix of the manga starting with the prequel of July incident and that there might be a timeskip after. Could be wrong though.
In the og anime, you see the July incident in a flashback. You also learn that Vash lost his memory of the incident. This is also the case in the Manga. However unlike Stampede, he suppressed the memory due to trauma. Stampede is a remix of Manga events and is in no way connected to the 98 anime which is more animated original than manga content. Perfectly understandable why people who only watched the 98 anime get mixed up a bit. Also Badlands Rumble is also not a sequel to the anime because Wolfwood is alive lol.
