Okay, Jack (Apocrapha) lore to help explain this Jack:
Assassin of Black, which is how I'll refer to them for the sake of not needing to specify which Jack I'm talking about, did exist. The clock tower likely has records about them (As they destroyed the collection of spirits) and their knives were used by their summoner in Apocrapha for a catalyst.
BUT
Even they aren't sure that they're the real Jack. They remembers killing prostitutes but it's unclear if they were the same prostitutes that the "Real Jack" killed.
TLDR: It's possible they were the real Jack, but they aren't sure. They're just what comes out if you try to summon "Jack the ripper" using their knives and a prostitute as the catalysts. They might be the real one, but they also may not be.
What Flat did is much stranger. He summoned "Jack the ripper" with a fake catalyst so he got a version of Jack that wasn't based on any single legend.
Apocrypha Jack is "the victims of london" using Jack's name, same way the tombs of the unknown soldiers are associated with the name legion from the bible
This is Culture media Jack, rumors about a dude, and the widely different interpretations of that name in an ever increasing game of broken telephone.
