Regarding the blindfold question with the Yorha androids not being allowed to take them off, it's just basic uniform regulations that you find in any militaristic group. If you haven't already noticed the resistance wears a lot of actual military clothing, but is not at all uniform about it. They are more like a militia then a professional army. Yorha meanwhile goes for a dark cyberpunk maid aesthetic, but is indeed a lot more "uniform" about how their units present themselves being that they actually are a lot more organized and militaristic in how they operate. This is also why they have numbers instead of names. Less chance of them being individuals and for emotions to come out.
When I was in the Army a few years back, a BIG thing that would have you get yelled at by your superiors was not wearing your patrol cap when you didn't have something else covering your head. (Like a roof in a building, or a tent canopy outdoors.)
TLDR Notice that they all take their blindfolds off when they are about to do their own thing, and or are currently snubbing number 2s orders. It's an allegory for declaring your individuality/rebellion.
There is also another more compelling reason, but it's kind of a spoiler so I'll refrain from going further until you actually get to an appropriate point in the story.
