This was a terrible situation for anyone involved, both the family and the poor brothers. The brother didn't seem like a bad person at all, this we know for the love he expresses towards his sister, the regrets he shows at killing the poor girl, and he trying to take her into a hospital before it was too late (ironically, this act will doom him afterwards), just got involved in a nightmare. In the manga, we can see that the girl appeared from nowhere into the road. People dying in car accidents like this and the driver running away is sadly common. Even if you think that he deserved a punishment, which is totally understandable, him becoming that thing is just unacceptable in any way. The way he stretches his arm for his sister, and she having a meltdown for being unable to help him…
But it was all doomed from the start. It's heavily implied that the stone people don't die from the transformation, if we go for the sounds inside the well, that's why the family hoped for the sister's body not to have been manipulated in any way. When finding the bracelet near the well, the worst is confirmed, and the family cannot bear the pain of their little girl living as a monster for who knows how long. Even with the brother bringing himself in, they would have still killed themselves due to the two brothers ignorance about the curse.
Junji Ito's style of horror is about the extreme tragedy that surrounds his stories, and the detailed body mutations makes it even harder to digest.
